GLA Compliance Committee Procedure, Minutes and Documents

What does the GLA Compliance Committee do? The Compliance Committee helps the Board investigate landowner complaints and resolve suspected Covenant violations within the authority granted to it. Article XI, Section C of the Bylaws requires reasonable written notice, an opportunity for affected landowners to respond, and a fair review of relevant information from all sides before enforcement action is taken. It also requires directors to step aside when the other Board members determine that their personal involvement could prevent an impartial decision. Because findings of Covenant violations can affect a landowner's ability to vote or run for office, these safeguards are especially important. The compliance process should protect the community through fair, consistent enforcement-not settle political disagreements, target opponents, or selectively exclude landowners from elections. Complaints should be evaluated on evidence and the governing documents, regardless of anyone's political views or relationships. The committee must keep minutes of its attendance and actions, and enforcement must remain within the powers and procedures authorized by the governing documents.

Complaint Procedures

Disagreements occasionally arise in a community with more than 300 landowners and nearly 1,000 residents. Before filing a complaint, consider discussing the issue calmly and respectfully with your neighbor, if you feel comfortable doing so. A conversation may resolve a misunderstanding without a formal complaint.

If the issue remains unresolved, you may seek assistance from the ombudsman for North or South Glastonbury, if one is currently serving.

How to File a Formal Complaint

Follow these procedures to report a suspected violation of the Glastonbury Covenants or applicable association rules. Please also share this information with any renters on your property.

1. Discuss the Issue with Your Neighbor

Explain what you have observed and identify the covenant or rule you believe may apply. Keep the discussion courteous and focus on finding a practical solution.

2. Submit a Written Complaint

If the issue is not resolved within a reasonable time, complete the GLA Compliance Form linked below. Describe the concern clearly and include relevant dates, locations, observations, and supporting documentation. Identify the covenant or rule involved, if known.

Sign the completed form and submit it to the GLA. You may also contact the association to request a copy of the form or ask how to submit it.

3. GLA Review and Follow-Up

The complaint procedures described here reference Section 10.02 of the Glastonbury Covenants and the Complaint Committee Protocol adopted February 16, 1998. Contact the GLA to confirm the current review process and ask how you will receive updates about your complaint.

If you need help presenting your concern, ask whether an ombudsman is available for your area. For questions involving a particular committee, use the GLA's contact form and describe the issue so your request can be directed to the appropriate person.

Suspected Criminal Activity or Immediate Danger

Report suspected criminal activity, such as vandalism, violence, trespassing, or theft, to the appropriate law enforcement agency. Contact emergency services if there is immediate danger. The GLA complaint process does not replace a report to law enforcement.

If the incident also involves a suspected covenant violation, submit a GLA Compliance Form. Include relevant information about any law enforcement report, such as the report number, if available.
